Add “News Links” Block After Every Post

Purpose: This hack displays three modes of links [ HTML - BBCodes - News Links ] at the end of every post to make it easy for people to link your post.

    Actually i tried it with windows-1251 works fine, i tried to use UTF-8 but actually doesnt work except if i removed the .htaccess file.

    is there any way to convert 8.3 windows-1251 to UTF-8 ?
